Commissioners opened two sealed design-build RFQ proposals on Dec. 30 for the project identified in court documents as the Net Annex/Burpin Dynamics project. The two submissions were from Mars Patriot Construction and GB Construction.

Staff said price was a secondary evaluation factor for this design-build solicitation and recommended additional time for review. Commissioner Fincannon moved and Commissioner Beauchamp seconded a motion to take both bids "under advisement" for more detailed evaluation; the motion carried 4-0. Court asked staff to place the item on next week’s agenda for final consideration.

Next steps: Staff will review proposal materials, evaluate qualifications and price per the RFQ, and return with a recommendation at a future meeting.
