Wayne Rayburn, who identified himself as a San Rafael Meadows resident, said he was concerned about neighborhood liability and the risk of hosting 65 shelter cabins near residential areas. “Are we being set up for lawsuits by putting in the 65 homeless people in 350 Merriddale?” Rayburn asked.
