The airport board gave tentative approval Thursday for tenant Harjid (Haji) Tarani to pursue installation of an above-ground fuel tank on leased property at the old Skyline Hangar, but members said final sign-off will require additional legal and financial details. The motion passed by voice vote.
Board members and airport staff said the tank(s) would be double-walled and installed to meet applicable state and federal rules, and Haji told the board he anticipated a capacity "no bigger than 2,000 gallons." Paul, speaking for airport staff, said an agreement will be needed to allocate liability, maintenance and removal responsibilities before any final approval.
The board 27s action was explicitly described by members as an authorization to begin the formal review process, not a final permit. Several members and the on-field fixed-base operator (FBO) raised concerns about where the tenant would source jet fuel, noting jet-fuel deliveries require specialized tankers and handling. The FBO owner said private fuel farms that do not source from the FBO could create competitive and operational issues and asked the board to require detailed information about the applicant 27s supply chain and financial plan.
Board members repeated that any installation would have to comply with IDEM and other regulatory requirements and that city legal would need to review the proposed agreement. The board 27s tentative approval instructs staff to work with the applicant and report back with the detailed agreement and required technical and financial information.
Next steps: staff will work with Haji and city legal to produce an agreement and gather information about fuel sourcing, tank specifications and financial impacts; the board will revisit final approval at a future meeting once that information is provided.
