County Engineer Susan Eugenis briefed commissioners on several public-works items: procurement updates, contract change orders for the South Cloverdale Road intersection project, and a completed culvert replacement on Italian Creek Road.
Eugenis said the landfill gas services call for proposals was pulled from the prior packet because it had not been advertised in the local paper of record, which she said violated purchasing policy; staff reissued the call for bids. She also described the annual equipment rental pool for 2026 that prequalifies multiple bidders to supply heavy equipment at established daily, weekly or monthly rates.
On the South Cloverdale project, Eugenis summarized three change orders: Change Order 1, a $540 credit resulting from a contractor-proposed revised traffic-control plan that replaced continuous flagging with temporary signals and driveway assistance devices; Change Order 2, an extension of utility work windows so utilities can complete work without charging contractor working days; and Change Order 3, a requested $6,300 increase to pay for gravel backfill behind a wall that was omitted as a separate bid item.
Eugenis also reported a contract completion letter to DeWitt Construction for the Italian Creek Road culvert replacement (near milepost 1.9). The county removed a damaged 36-inch corrugated metal pipe and installed a 14-ft by 5-ft open-bottom box. The final contract cost was $404,161.11, about $30,000 under the original bid, and staff said they did not need to use the miscellaneous construction contingency on that job.
Commissioners asked technical questions about aquatic organism passage and the engineer confirmed the structure was sized for local aquatic organisms (non-salmonid species) given site conditions.
Next steps: staff will proceed with the reissued landfill gas bid, present the requested change order for approval (Change Order 3), and record completed contracts and easements as entered into the record.
