Morgan County commissioners voted 3–0 Dec. 29 to approve a local public agency (LPA) consultant contract that secures grant matching dollars and advances work on Bridge 166, the county said at its final 2025 meeting.
County staff member Eddie told the board the contract covers the Bridge 166 project on Waverly Park Road over Bluff Creek and “makes sure that we got a signed contract before the first of the year and we don't lose roughly 400.” Eddie explained the package includes grant match funding and that signing now preserves about $460,000 in external grant funds. “Got a LPA contract for Bridge 166 off Waverly Park Road,” he said.
A motion to move forward with the LPA consultant contract was made and seconded; the board voted and the motion carried 3–0. The board did not record individual roll-call votes in the transcript beyond the announcement that the motion passed.
Eddie also updated the board on a separate procurement matter, saying he had “took it to the council last week” regarding a salt order and was awaiting a callback but reported the county was "all good" on that item.
The contract authorizes staff to proceed with consultant services necessary to satisfy grant requirements and move the Bridge 166 project toward construction. The county did not provide a full contract text or an exact project schedule during the meeting; staff said the action was mainly to secure matching funds before year-end.
Next steps indicated in the meeting: staff will finalize the contract signature and proceed with consultant work to prepare the project for the grant-funded phase. No appeal or challenge to the contract was raised during the meeting, and no additional motions or amendments were recorded.
