Personnel reports slow progress cleaning Tyler (Munis) HR records; staff urge more training and resources

Regina Schapp, personnel risk analyst, told the Board of Supervisors the county has made measurable but incomplete progress cleaning HR records after its Tyler (Munis) implementation. Schapp said the county narrowed imported records from 734 toward a smaller set to review and estimated roughly 634 records still require attention.
She explained that much of the cleanup must occur in non-payroll weeks to avoid interrupting pay runs and that the department’s work depends on coordinated support from Tyler/ClientFirst trainers and the county’s IT project manager. "We have now narrowed it down already to 633 records," she said, describing a methodical, record-by-record reconciliation strategy.
Supervisors and the CAO discussed historic problems: the county started the Tyler rollout with payroll rather than general-ledger and HR first, which staff said created mismatched modules and a start/stop training pattern. Several supervisors urged the CAO to provide more personnel support to personnel so that Regina and her team can focus on the cleanup; the CAO said staff are evaluating options and that additional personnel would be considered.
Schapp offered to return with biweekly or monthly status updates and indicated a trainer session scheduled for Sept. 22 would allow the department to assess further progress. The board directed staff to prioritize finishing the HR module cleanup and to explore hiring/training options to accelerate completion.
