Board approves two state behavioral-health agreements; director explains youth consent and compliance nuances

The Lassen County Board of Supervisors approved two agreements with the California Department of Health Care Services to continue behavioral-health and drug Medi-Cal services. The contracts—identified in the meeting as 25-50135 and 25-50100—were presented by the county behavioral health director, who explained that although the documents appear almost identical they reflect different federal/state compliance nuances for specialty mental health versus drug Medi-Cal services.

The director addressed board questions about minor consent, saying some youths can access services without parental involvement under state rules (noting the state-set age of 12 for certain mental-health services) and that the department has policies to manage those cases. She emphasized that mandated-reporting obligations still require staff to notify child-protective services when abuse is suspected.

Supervisors asked whether state funds could under these agreements be used to pay rent to a private property owner; the director said that language was not present in the agreement and that the documents are constructed to define how the county and state relate and what services are accountable for under those agreements.

After discussion, Supervisor Scanlon moved to approve agreement 25-50135 and Supervisor Bridges seconded; the board voted aye and carried the motion. Later the board approved agreement 25-50100 in a similar motion. No public opposition was recorded during either vote.

The board record shows approval of both agreements; staff and the department director said they will continue to ensure program compliance and to brief the board if policy or funding concerns arise.
