County to add two child-support specialists after state-approved budget; board approves hiring contingent on county budget

The director of the Lassen County Department of Child Support Services asked the board to approve hiring two additional child support specialist I/II positions that are included in the department's state-approved fiscal year 2025-26 budget.
The director said the department is fully funded by state and federal resources and that the state approved their FY 25-26 submission on July 3, 2025. She explained timing constraints: the state requires monthly reporting of expenditures and can withhold funds if the county's spending falls behind the approved plan. "So it's really important that we be fully staffed and that it aligns with the state budget that they approved," she said.
Board members asked how the hires affect the county general fund; the director said the positions are funded by state allocation and would not affect the county general fund, though county budget approval is needed for timing. The director said hiring would allow the department to reduce caseloads and provide more consistent services; she described bringing the first of the two hires on immediately and phasing in the second as training is completed.
Supervisor Scanlon moved to approve two full-time child-support specialist I/II positions; Supervisor Bridges seconded and the board voted in favor.
