Board approves $36,208 in state funds for youth transitional housing and navigation

The Lassen County Board of Supervisors approved a state grant allocation targeted to youth housing services, authorizing the county administrative officer to execute the agreement.

Grace Poor, program manager for Lassen County Housing & Grants, told the board the county was allocated $36,208 from the California Department of Housing and Community Development. The award includes $26,645 allocated to the Transitional Housing Program for direct financial assistance to youth (for example deposits or short-term rent) and $9,563 for the Housing Navigation and Maintenance program to fund staffing to support those youth.

Program performance data presented: In fiscal year 2024-25 the county served 63 youth; 30 were successfully housed, 22 remain enrolled and receiving services, 31 attended high school or college, 34 reported employment, 34 reported disabilities, 23 had prior foster-care involvement and the program also served 13 children connected to those youth. Grace Poor said the program focuses on short-term financial assistance combined with case management and connections to longer-term supports (Section 8, wraparound services) so that assistance does not create unsustainable subsidies.

Board action: Supervisor Ingram moved and Supervisor Bridges seconded a resolution authorizing the CAO or designee to execute the agreement; the motion passed without recorded opposition.

Why it matters: County staff said the allocation is modest but targets a population that can benefit from short-term interventions to prevent longer-term homelessness. The allocation is expected to be appropriated in FY 2026-27 once budget carryforward/appropriation steps are completed.
