Lassen County board introduces first reading of AB 481 military-equipment ordinance

Sheriff John McGarvey presented the county's annual review under AB 481 and asked the board to introduce a military-equipment ordinance required by state law. He described the types of equipment covered, including patrol rifles, less-lethal shotguns, gas canisters, drones and a mine-resistant ambush-protected vehicle (MRAP) the county still uses.
McGarvey told the board the ordinance mirrors state law and the county held a required community engagement meeting on Aug. 20. "The only thing we've acquired that we through the October program that we're still using is the MRAP," he said. "It's a mine resistant ambush protected vehicle." He added the vehicle "sends its message when it shows up on the scene" and described it as tactically useful.
No members of the public spoke in the hearing. Supervisor Aubaugh moved to introduce the ordinance for first reading; Supervisor Ingram seconded. The board conducted a roll-call vote; Supervisors Scanlon, Bridges, Aubaugh, Ingram and Neely each voted in the affirmative and the motion carried.
The ordinance was introduced for first reading; the board did not complete final adoption at this meeting. The sheriff's presentation and the board's action satisfied the annual review and initiation of the ordinance process required under AB 481.
