LAFCO urges Lassen County to approve 16% special-district apportionment so districts can join commission

Stevenson said the standard apportionment in Government Code would split costs one-third each among county, city and special districts, but LAFCO is proposing a modified allocation that would assign 16% of the LAFCO budget to special districts, leaving the county and city to share the remaining 84%. LAFCO staff used fiscal year 2022-23 State Controller data to model payments; under the proposed formula, special districts collectively would pay roughly $9,525 and the city and county around $25,000 each for that year (figures presented by LAFCO staff).
Stevenson asked the board to consider a resolution approving the 16% apportionment so LAFCO can formally invite special districts to join before its December meeting. Supervisors expressed support for the idea of district representation but raised concerns about equitable representation for outlying small districts (Big Valley, Little Valley, Clear Creek) and recommended LAFCO staff perform broader outreach and report which districts were contacted and educated before the board votes on a resolution.
The chair asked LAFCO to return with a clearer outreach list and for staff to provide details at a subsequent meeting; no formal county fiscal commitment was adopted at this session.
