Veterans Service Office reports steady federal benefit flows, expands satellite outreach

Brian Galicia, Calaveras County veteran service officer, presented a semiannual report on Nov. 4 covering fiscal years 2023–25. He described the office’s staffing (VSO, one accredited veteran service representative, plus clerical/program coordinator hires and a vacant outreach coordinator), satellite veteran offices (West Point and Arnold monthly clinics) and outreach plans to add sites in Railroad Flat, Angels Camp and Copperopolis.
Galicia said the office still meets with over 1,000 people annually in person and that recent staffing transitions temporarily reduced claim submissions because a newly accredited representative was not previously authorized to file claims. Galicia reported approval rates across claim types (compensation claims near 75%, appeals around 50% approval, burial benefits 83%) and said Veterans Administration payments continued despite the federal shutdown; he confirmed disability benefits were paid this month and said there was no indication of December delays.
Board members asked whether veterans were affected by SNAP interruptions; Galicia said some veterans apply for SNAP but many receive VA disability at a level that makes them ineligible for CalFresh. Board members lauded outreach efforts and asked staff to supply detailed counts of veterans impacted by SNAP if available. The item was informational and required no board action.
