The Lassen County Board of Supervisors voted to amend a joint-powers agreement so the region’s local emergency medical services agency (LEMSA) can rely temporarily on NorCal EMS, a nonprofit, for the authority to conduct background checks on emergency medical technicians while the federal government completes approvals tied to the JPA’s entity form.
County counsel explained the amendment "temporarily suspend[s] the JPA, go back to the nonprofit corporation," allowing the nonprofit’s existing authorizations to be used to run the required background checks until federal approvals are finalized. Counsel said the change restores the status quo that existed before the JPA was formed and that the county’s contribution and fiscal exposure remain unchanged.
Supervisor Ingram moved the item; Supervisor Bridal seconded the motion, which passed by voice vote. The board recorded no fiscal impact associated with the amendment.
Next steps: the board authorized the chairman to execute the amendment so NorCal EMS can resume background-check operations necessary to comply with state and federal law until the federal approvals for the JPA are resolved.
