Board approves outside counsel, trail easements, treatment contracts and names Garrett Huff fire chief

The Santa Barbara County Board of Supervisors approved several administrative items on Nov. 18, including legal, public‑works and public‑safety appointments and agreements.
County Counsel introduced an outside legal services agreement with Wren Public Law Group; after a requested roll call the board approved the agreement 4–1, with Supervisor Nelson voting no.
Behavioral Wellness presented and the board approved a services agreement with Camp Recovery Center LLC for residential substance use disorder treatment (FY2025–2027). Staff told the board the procurement included licensing, Drug Medi‑Cal certification, and county monitoring and that care coordinators would follow clients placed out of county. A late public commenter raised concerns about online reviews of the facility; Behavioral Wellness staff said they look at available reviews as part of vetting and would implement follow‑up surveys for out‑of‑county placements.
The board accepted easements offered by the Lompoc Valley Parks, Recreation and Pool Foundation to establish public trails and a parking area on donated land. Volunteer Dave Baker, representing the Lompoc Trails Committee, described an 82‑acre donation and years of volunteer work to deliver public trails to the Lompoc community.
Supervisor Capps moved and the board approved a $5,000 contribution from an office fund to the Food Bank of Santa Barbara County to help address hunger during a federal SNAP benefit pause.
Finally, the board approved the appointment of Garrett Huff as County Fire Chief, effective Dec. 8. Huff, who said he has worked in the county fire department for 20 years across operations and leadership roles, thanked the board and pledged to lead with transparency.
