Planning & Development staff presented a multi-part workshop Dec. 16 proposing code clean-ups and zoning amendments intended to streamline permit procedures, clarify ministerial review thresholds, and modernize density and open-space standards for selected zones.
Highlights included standardizing review periods, consolidating redundant notification procedures, raising some ministerial review thresholds (smaller projects reviewed administratively by the director) and potential rezonings to allow higher residential density (examples in the presentation included 20—to—40 units per acre in targeted areas). Staff emphasized this was a phased effort; no action was requested at today's meeting.
Supervisors asked staff to provide alternatives and to consult with affected communities (especially in the north county and city jurisdictions such as Orcutt and Los Alamos). Board members underscored the need for clearer open-space definitions, parking analysis and district-specific impact assessments. The board set a continuation date (Jan. 27, 2026) and asked staff to return with revised language and targeted outreach reports.
