The Board of Supervisors authorized county staff on Dec. 16 to advance requests for proposals for a workforce housing development program on county-owned land, including a site identified at 117 East Corey Street.
Department of Community Services staff presented a multi-month study and an RFQ process that produced 15 developer responses; staff outlined an intent to proceed with RFPs, to explore public—private partnerships and consider limiting county contributions to land rather than cash. Presentations described a target prototype of roughly 60 units, potential four-story massing, and a proposed income mix with strong emphasis on low-income categories.
Supervisors asked about parking for county employees, local-preference eligibility (including for county employees), and how income bands would be structured. Staff said they plan to work with county counsel on local-preference language and will return with an economic/pro forma analysis and more detail about parking solutions and the developer selection process.
Public commenters and labor/advocacy groups urged prioritizing deeply affordable units and local hiring. The board approved the staff recommendation to authorize the RFP stage and directed staff to report back with draft selection criteria and proposed local-preference language.
