Merced County supervisors approve consent calendar, honor contractor Spectra and ratify sergeantslabor agreement

The Merced County Board of Supervisors on Nov. 4 unanimously approved the consent calendar, presented a proclamation honoring Spectra Historic Construction for the courthouse museum restoration, and approved a labor agreement covering Merced County Law Enforcement Sergeants.
Chair Josh Pedrozo read a proclamation recognizing Spectra for completing the courthouse museum project ‘‘under budget and on a shortened timeline,’’ and Nathan Bray, Merced County director of public works, said the project was ‘‘a great job done’’ and noted the value of recognizing successful county contractors.
The board considered Behavioral Health & Recovery Services items 17-19. After the clerk recorded votes the board briefly halted proceedings to correct a mistaken input: an initial roll call credited Supervisor Pacheco with a "no," which he then corrected to a "yes." The clerk re-took the roll call and the BHRS items passed unanimously.
On county labor matters, Supervisor Silvera noted the board had reached an agreement with Bargaining Unit 30, the Merced County Law Enforcement Sergeants, which she said had taken longer than hoped but was fiscally manageable. "It's a deal that I feel like we can afford moving forward," Silvera said, and multiple supervisors thanked negotiating teams and labor groups for reaching the agreement.
Other routine items approved during the meeting included Human Services Agency item 20, fire items 21-24, Administrative Services surplus items (with staff directed to clarify surplus-donation processes governed by Government Code provisions), CEO items 26-27 and board appointment item 28. Where supervisors raised process questions — for example, whether surplus county vehicles could be transferred to nonprofit groups or special districts — staff said they would research the Government Code restrictions and return with a documented process.
The board adjourned to its next regularly scheduled meeting at 10 a.m. on Nov. 18, 2025.
