Lassen County approves CivicPlus contract to rebuild county website with ADA focus

The Lassen County Board of Supervisors voted to approve a contract with CivicPlus to redesign and replace the county’s aging website, following a months‑long RFP process and a website committee review.
Cheyenne Ruhl, who led the website committee, said seven vendors submitted proposals and CivicPlus scored highest against prioritized criteria including usability for staff, ADA/WCAG digital accessibility and support for public‑sector workflows. "Our top priorities were usability for our end users... and digital accessibility," Ruhl said, noting CivicPlus specializes in accessibility for government websites.
County staff and supervisors discussed timeline, training and payment structure. Ruhl said the implementation was quoted for a go‑live around June of the following year, estimated as a six‑to‑eight month build that would include training for department liaisons who would then update content. County staff said they expect to train an initial group of up to 12 department liaisons who would, in turn, train others.
Probation will fund the first year of the project with CalAIM money, staff said. Supervisors asked about staging payments and vendor accountability; staff said initial payments are typical to begin implementation and the contract includes deliverables to hold the vendor to schedule.
Supervisor Scanlon moved and Supervisor Ingram seconded a motion to approve the CivicPlus contract and authorize the county officer to execute it. The board voted in favor.
Staff said the new site will improve public navigation for services such as building permits and will better surface emergency information and archived meeting streams. The Granicus archival integration is not included in the initial migration; meetings are currently streamed via Teams and archived to YouTube, staff said.
