Board appoints treasurer and auditor, and adopts urgency ordinance to split consolidated offices

The Lassen County Board of Supervisors made several administrative appointments and adopted an urgency ordinance to adjust effective dates for consolidated county offices.
On a motion by Supervisor Ingram, seconded by Supervisor Scanlon, the board appointed Tayah Short to the vacancy as Lassen County Treasurer‑Tax Collector. Short, present in the meeting, said she has the qualifications required for the office. The appointment was approved by roll call.
Later the board appointed Stephanie Hranick, currently the assistant auditor, to the position of county auditor after an interview. Supervisors said Hranick met qualifications for the office and welcomed her appointment.
Separately, under item H2 staff asked the board to adopt an urgency ordinance amending a prior ordinance (2024‑02) to change effective dates for sections affecting consolidated auditor/controller/treasurer/tax collector offices — moving the effective date to Oct. 31, 2025 so vacancies can be filled sooner and aligned with the retirement timeline of the incumbent. Supervisors voted to adopt the urgency ordinance by roll call.
The appointments will remain in place until the next election cycle, per the ordinance and related discussion. No fiscal increase to the general fund was reported; costs were previously budgeted.
