SBCAG appoints Measure A oversight member, three SBCTAC volunteers and elects 2026 officers

At the Nov. 20 meeting, the SBCAG board appointed Christopher Lapp to fill an at‑large vacancy on the Measure A Citizens Oversight Committee. Lapp, in attendance, described 25 years in affordable housing and a background in property taxation and finance.
The board then filled three volunteer seats on the Santa Barbara County Transit Advisory Committee (SBCTAC). After public introductions and staff background summaries, Tomas Hernandez (CalVans) was appointed as the agricultural worker representative, Sarah Rossi (Direct Relief) was appointed as a transit user representative for the South Coast, and Catherine Westland was appointed as the South Coast social service provider for seniors. Staff noted SBCTAC members serve three‑year terms and that volunteer members receive a $100 stipend per meeting.
On officer elections, Director Hartman nominated Vice Chair Bob Nelson to serve as Chair for 2026; the nomination passed by roll call. Director Silva was nominated and elected Vice Chair. The board discussed geographic balance and committee participation when making appointments and expressed appreciation for volunteer applicants.
The appointments and officer elections were approved by roll call votes; staff will notify appointees of next steps and schedule any onboarding or orientation required for the committees.
