Jeremy Ballard, senior planner, presented a rezone application (PLN 2025‑0005) from the West Stanislaus Irrigation District requesting conversion of three parcels (totaling 11,250 sq. ft.) from single‑family residential (R‑1) to a planned development zoning district (PD) to allow a 3,583 sq. ft. administrative office, a 13‑space parking lot, frontage improvements, landscaping and merging of the parcels at 116 East Street in the Wesley community. Staff said the proposed development would not intensify the parcel’s long‑run use and that alternative setback standards in a PD district would accommodate the project’s configuration.
Ballard noted that public facilities and utility uses may be allowed in residential zoning with a use permit, but the proposed building and parking would not meet R‑1 setback standards and therefore the PD zoning is appropriate. The Planning Commission held a public hearing on July 17, 2025, received no opposition and recommended approval 8–0. An initial study and negative declaration under the California Environmental Quality Act (CEQA) were prepared. The Board moved to approve staff recommendations and voted unanimously to adopt the rezone and related findings.
Per the presentation, operations at the new office would remain Monday–Friday, 8 a.m. to 4:30 p.m., with four office employees and three field employees assigned daily; the project includes pedestrian improvements and a small monument sign.
