The Clay County Planning Commission recommended approval of a staff-initiated rezoning for four parcels associated with Keystone Airport to change zoning from industrial-select (IS) to heavy industrial (IB), to allow outdoor hangars and related aircraft maintenance and equipment storage.
Ginny Bridal, the staff presenter, told the commission the change is intended to accommodate the airport's plan to expand with outdoor hangars and supporting equipment areas. "The request is consistent with the comprehensive plan and the intent of the land development code," Bridal said, and she recommended approval of ZON-205-0033.
A commissioner asked whether all of the property is owned by the airport or an airport authority; Bridal confirmed the parcels are airport-owned. Bridal also said staff mailed notices 30 days in advance and reported no responses from adjacent property owners. She noted parcel boundaries do not perfectly match airport property limits and that the east portion of one parcel would remain in agriculture zoning. Staff described four parcels as the subject of the request and said the recommendation rests on consistency with the county's comprehensive plan and land development code.
The chair opened the public hearing on the rezoning; no members of the public signed up to speak. An unidentified commissioner moved to adopt the staff report and another commissioner seconded. The commission approved the motion by voice vote after members responded "aye"; the transcript records no roll-call tally and no opposition was recorded verbally.
The commission also dealt with a procedural item earlier in the meeting: an application (ZON-205-0027) was postponed because of a misadvertisement and will be heard at the January 6 meeting. The commission approved the previous meeting minutes by voice vote earlier in the session.
The meeting was short and largely procedural. Commissioners discussed January agenda planning and logistics—one commissioner said the January agenda currently held two items—and noted historically board appointments were often moved to February. The chair adjourned the meeting.
