The Baker County Local Planning Agency voted to approve two companion items affecting a 7.51-acre parcel off Wilbanks Lane: ordinance 2025-37, a small-scale land-use amendment from Ag B to very low-density residential, and ordinance 2025-38, a rezoning from AG 7.5 to Residential Conventional Mobile Home 1 (RCMH-1).
Madam Director (Speaker 5) explained the applicants intend to subdivide the parcel in the future among family members and that the rezoning would line up lot standards to permit that future split; staff recommended approval because the proposed zoning is compatible with surrounding uses. The parcel currently has a 2002 recorded easement providing access and remains in partial compliance with current standards until further subdivision occurs.
During review board members and the applicant discussed family-lot rules: staff clarified that a family-lot deed ordinarily requires the homestead owner to build first for a family-lot transfer, and that any future subdivision would trigger additional processes and documentation. A nearby resident confirmed the applicants’ ownership intent and said family members planned to build in the future.
Speaker 4 moved to approve the land-use amendment (2025-37) and later moved the rezoning (2025-38); both motions received seconds and passed by voice votes. Staff advised that applicants must complete further processes (family-lot procedures or subdivision steps) as their plans progress.
