The Larimer County Board of County Commissioners took three formal actions during its land‑use hearing:

The motion passed 3–0.
3) WH Property Holdings LLC special review (file 24‑zone‑3688): The Board approved a special review permitting a phased sand‑and‑gravel mining operation with accessory portable processing and a potential portable asphalt batch plant on a 90.87‑acre parcel, subject to the 18 conditions in the planning commission staff report (see main article for details). All three motions passed on unanimous votes of the three commissioners present. Where conditions were adopted, staff said subsequent Site Plan Review and required state permits (reclamation, air and water) must be completed before full operations begin.
