Douglas County commissioners unanimously certify 2025 property tax mill levies

Douglas County commissioners met in a special session Friday to certify the county's 2025 property tax mill levies to the state, a procedural step county staff said is necessary to produce January tax statements.

Martha Marshall, director of budget, told the board the county's role is administrative and nondiscretionary under Colorado law. "The county does not validate any of the mill levies," Marshall said, and explained the process: taxing districts adopt budgets and certify mill levies to the county by the Dec. 15 statutory deadline; the county then compiles the data and certifies levies to the state so the assessor and treasurer can prepare tax bills.

Marshall said the county's Mill Levy application collected certified levies from 341 active taxing districts this year. She thanked staff who coordinated with those districts for meeting the deadline.

Commissioners praised budget staff for their work and noted the limited discretion of the board on this action. One commissioner described the certification as an administrative duty but emphasized local involvement in compiling and transmitting district data to state offices. The board also recognized ongoing efforts to reduce regulatory burden through a Red Tape Commission.

The presiding officer opened the floor for in-person and online public comment; no comments were received. A commissioner moved to approve the resolution certifying the 2025 property tax levies, the motion was seconded, and the board voted unanimously with three "ayes." The resolution was approved.

The meeting concluded with commissioners thanking Marshall and staff and adjourning for the holidays.
