Larimer County commissioners approve consent agenda, adopt short-term rental renewal fee

Larimer County commissioners voted unanimously on Dec. 16 to approve routine minutes and a consent agenda that includes multiple contracts, development approvals, appointments and a new short-term rental license renewal fee.
The board recorded a 3–0 vote to approve the minutes for the week of Dec. 8, 2025, and later voted 3–0 to adopt the consent agenda after a clerk’s correction to the date on the USS Welch solar permit findings and resolution (the board noted it approved that resolution on Nov. 17, 2025; the Oct. 15 date refers to the planning commission hearing).
Items approved on the consent agenda included: a professional services agreement for ongoing access control, fire alarm and security camera maintenance (term through November 2026); a work order for infrastructure design at a county-owned ranch with a listed total of $550,529; a Colorado Department of Transportation intergovernmental agreement for County Road 70 and County Road 15 roundabout and a County Road 15 bridge replacement (term to 11/12/2035, $919,375); an animal control and sheltering services agreement with NoCo Humane (term through end of next year, approximately $539,000); two subdivision/development agreements (River Subdivision filing 224 and Novak planned land division and rezone); and a county attorney employment agreement.
The board also approved two appointments to public improvement districts (a reappointment to Storm Mountain PID for James Toland and a recommended appointment to Ptarmigan PID for Chris McAllister) and approved implementing a short-term rental license renewal fee of $250, effective for licenses renewing on or after the listed date in January (the consent agenda materials state this fee was included in the adopted 2026 budget).
Because most items were approved by consent, the board did not take separate roll-call votes on each contract during the meeting; the consent motion (with the date correction noted) carried 3–0.
Next steps: county staff will post corrected records for the USS Welch resolution, proceed with implementation steps for contracted services and begin collecting the new short-term rental renewal fee for licenses that renew on or after the effective date.
