County OKs transfer of several road segments to FDOT to shift maintenance and long-term funding responsibility

The Indian River County Board of County Commissioners voted Nov. 4 to approve resolutions and a transfer agreement to convey maintenance responsibility for several county road segments to the Florida Department of Transportation.
MPO Staff Director Brian Freeman explained the transfer covers roughly six miles of County Road 510 (phased widening already programmed in the MPO's Transportation Improvement Program), about 2.5 miles of County Road 512, and about 7.8 miles of Oslo Road (County Road 606) from I-95 to U.S. 1. Freeman said the transfer means FDOT will assume routine maintenance and resurfacing responsibility for those segments and can program capacity improvements using state as well as federal funds; county-funded capital projects and impact-fee-funded widening remain county-managed when off the state system.
Freeman noted two railroad crossings on 510 and Oslo are affected and staff will present a future agreement with the railroad and FDOT to address those maintenance obligations. He also explained the timing: the transfers for 512 and Oslo can occur immediately upon execution by the FDOT secretary; the 510 transfer is structured to occur when the final phase of the widening receives right-of-way certification.
Board members asked clarifying questions and then moved to approve both resolutions and authorize staff to complete steps necessary to finalize the transfer. The motion passed unanimously. Freeman said FDOT District 4 and the FDOT secretary's subsequent approvals are expected after the new year.
