Charter committee accepts consolidation report, takes no further action for now

The Citizens Charter Review Committee received a status report on city–county consolidation and voted to accept the staff report and take no further action at this time (option 1).
Ken (county staff) briefed the committee on the process: any consolidation would require a community consolidation plan, a special act adopted by the legislature and voter approval by referendum. "If you want to consolidate as a community, you need to come up with a consolidation plan that the legislature needs to adopt by special act and then the community needs to approve it by referendum," he said.
Staff described practical questions a consolidation plan must address — employee and salary equalization, treatment of debt and retirement benefits, and a final governing structure (for example, whether the unified body would have five, 10 or 15 commissioners). Members asked whether staff had performed a deep fiscal savings analysis; staff said such a study would be part of any future consolidation plan and was not included in the materials presented to the committee.
The committee discussed a County Commission decision to place a straw ballot on the November general election to gauge public sentiment before any plan development. Vice Chair Haines moved to accept the report and take no further action; the committee approved the motion by voice vote.
Next steps: staff retains the materials in the committee packet for review, and if the County Commission moves forward with a draft ballot item staff will return to the committee to solicit input and to provide any required draft language or analysis.
