Charter review committee asks staff to study adding food-security duties to Leon County charter

The Leon County Charter Review Committee voted to ask staff for an analysis of options to embed food security into the county charter, including creation of an office of food access or an amendment to the charter’s preamble to affirm equitable access to nutritious food.

Public commenter Melanie Andrade Williams told the committee she supports proposed charter amendments on food security and urged a formal role for county government. “I believe that to ensure Leon County is a healthy county, we must prioritize food security,” Williams said during public comment.

Committee member Bruce Strobel, the motion’s sponsor, described options used elsewhere — such as New York City’s charter-mandated office of food policy and a 10-year food plan — and said a locally tailored office could monitor, assess and identify resilience gaps rather than rely solely on emergency food relief. “We know that 30,000 Leon County residents are food insecure currently,” Strobel said as he outlined the scale of the problem and named ZIP code 32304, single mothers and seniors as especially affected.

County staff told the committee they already house much of this work in the office of human services and community partnerships but that a charter-level obligation could set a baseline for planning, metrics and emergency feeding and would require policy work and budget analysis. The committee approved a motion asking staff to return with structural options, potential funding sources and stakeholder engagement plans for further consideration.

The committee did not adopt policy language; the vote simply directs staff to prepare analysis and options the committee can debate at a later meeting.
