Board authorizes due diligence on 15.47-acre Osprey Estates conservation purchase for $1.64 million

The board authorized staff on Dec. 9 to enter a purchase-sale agreement and begin a 60-day due-diligence period for the Osprey Estates parcel, a 15.47-acre, tier-1 Environmental Lands Acquisition Bond nominee adjacent to existing public conservation lands near Gifford Dock.
Wendy Swindell, assistant director of Parks, Recreation and Conservation, said two appraisals concluded $1,530,000 and $1,645,000 in value; the negotiated purchase price is $1,640,000. Staff recommended acquisition because the parcel would improve ecological connectivity to the Indian River Lagoon and provide opportunities for wetland restoration, public trails and educational programming. Swindell said coordination is underway with the St. Johns River Water Management District on potential restoration work.
Staff said due diligence would include two required appraisals (already completed) and typical title, environmental and permitting reviews. If due diligence is successful, the county plans to blend the parcel with the adjacent 45th Street Dock Park to expand habitat restoration, recreational access and volunteer opportunities.
Commissioners expressed support for the purchase and the potential to enhance the adjacent county dock and park. The board approved the purchase-sale agreement and authorized staff to proceed with due diligence and return a due-diligence summary to the commission.
