Chickasaw County Supervisors approve routine items, subdivision and delay $100,000 GO note award

The Chickasaw County Board of Supervisors met Oct. 27 and approved a series of routine and administrative items while deferring final action on a proposed $100,000 general obligation capital loan note.
The board first approved the meeting agenda and minutes from Oct. 20. Land Use Administrator Ray Armelle presented a parcel split and maps; after discussion the board voted to adopt Resolution 10-27-25-47, authorizing the subdivision as presented. A roll-call recorded five ayes and the motion carried 5-0.
The board also approved the county's FY24-25 annual urban renewal report, which staff said showed no financial activity for the year and will be filed with the state office noted in the report. Supervisors approved the 2026 rural recycling route schedule and locations for Jan. 1'June 30, 2026, and authorized staff to post the locations once other rate items are finalized.
During a separate procedural item the board approved an engagement letter with Piper Sandler and Company related to financial advisory services. Travis Quires of Piper Sandler, who joined the meeting remotely, described the firm's outreach to local banks and said the local bank was the low proposal and "a very good proposal" subject to final follow-up.
Discussion of resolution 10-27-25-36, a proposal to accept bids for a $100,000 general obligation capital loan note series 2025, followed Quires's presentation about bidder offers. Quires said staff was "running just a little bit of follow-up" with local banks and recommended awarding to the local bank "subject to the rest of the follow-up." The county attorney, identified in the meeting as Dave, said he was "a little uncomfortable" authorizing an award before the follow-up was complete. The board agreed to postpone the award and set a special meeting at 1:00 p.m. the following day to finalize the decision once loans and terms were confirmed.
Other routine business included committee and audit reports; board members noted the recent audit work for FY24-25 and discussed county surplus policy options. The meeting recessed briefly and reconvened to complete remaining items before adjourning at 12:16 p.m.
The board did not finalize the issuance of the $100,000 note at the Oct. 27 meeting; staff and Piper Sandler will complete follow-up checks and return to the board at the scheduled special meeting.
