Marshall County supervisors clear a slate of personnel, budget and contract measures

The Marshall County Board of Supervisors on Nov. 19 approved several routine but significant administrative measures.
Consent agenda and hires: The board approved the consent agenda, which included minutes from Nov. 5, 2025, audited claims and personnel changes; new hires announced included two secondary-roads truck drivers (Tyler Stanley and Nicholas Gould) and a sheriff’s-office jailer with specified start dates and pay rates.
Recount: The board approved a motion to hold a recount for the Gladbrook–Rhinebeck bond referendum at the county election center; election staff said the recount would include absentee ballots and ballots from the Green Mountain location (about 1,600 ballots), and interested observers could watch the count.
Holidays: Supervisors approved matching two additional nonunion state holidays (Wednesday before Thanksgiving, Nov. 26, and Christmas Eve, Dec. 24) for county nonunion employees.
County engineer contract: The board approved a contract renewal for the county engineer through Nov. 30, 2028, which included clarifications on bonding/insurance, personnel-policy references and vacation accrual; the contract raises the listed salary from about $147,984 to approximately $158,000.
Finance and intergovernmental items: The board approved Resolution 2025-0027 to reappropriate FY25–26 funds (the second-half appropriation), and Resolution 2025-0028 electing an unemployment method after termination of the ISAC group unemployment agreement, with staff recommending self-funding and noting the county will receive funds from the prior pooled account. The board also approved the annual urban-renewal (TIF) report.
Legal services: The county authorized renewal of the county attorney’s Westlaw legal-research contract (a multi-year agreement that staff said initially saves $850 compared with previous terms) and clarified the county did not select added AI-enabled functionality.
Closed session: The board subsequently moved into closed session citing Iowa Code provisions (21.3(1)(c) as recorded in the meeting).
