Board approves EMC insurance renewal; county sees modest overall increase, improved work comp rates

Bobby, the county's insurance representative, told supervisors during the Sept. 24 meeting that Marshall County secured a favorable renewal package with EMC after negotiating based on improved local safety performance. He said the county's overall insurance price increase for the year was "in the neighborhood of 3%," while property-casualty lines were roughly 13% higher. Bobby credited the county's safety group and department heads for improved loss ratios and said the county was able to reduce its work-comp modifier by about 13 points.
Bobby described a negotiated deductible buy-down that consolidates multiple county buildings (the courthouse, jail, annex, nature center and a fire station) under a single $10,000 per-occurrence aggregate for that buy-down policy, which he said improves administrative simplicity compared with separate building deductibles.
Board members asked whether market stabilization would produce future decreases; Bobby said he expected single-digit increases going forward and that carrier availability in Iowa had been limited during the recent hard market. A motion to renew the EMC insurance proposal (from Shaw Moments and insurance), effective Oct. 1, 2025, and to authorize the chair to sign was moved, seconded and approved by roll call.
