Chickasaw County awards $577,002 contract for new engineer’s office to Steggy Construction

The Chickasaw County Board of Supervisors voted Dec. 22 to approve plans and award a contract for a new county engineer’s office to Steggy Construction of Waverly, accepting the low base bid of $577,002.20.

County staff reported nine qualifying bids and said the low bidder submitted a base bid in the $577,000 range with a unit price for possible over-excavation at $42 per cubic yard. "Our low bid was Steggy Construction of Waverly at $577,220," a county staff presenter said, recommending that the board approve plans, specifications and the form of contract and award the work to the low bidder.

The board first approved resolution 12-22-25-57, which adopted the proposed plans, specifications and the engineer’s estimate, and then approved resolution 12-22-25-58 to enter a permanent contract with Steggy Construction at the announced base bid. Both motions passed on roll call votes.

Staff told the board that available TIF (tax increment financing) funds numbered roughly $535,335 after earlier architectural and legal costs, leaving an approximate shortfall of $41,885 that staff recommended covering from the secondary roads budget. "With the low bid, there is $41,885 that I am proposing that secondary road's budget covers," staff said during the presentation.

Board members discussed potential value-engineering options and a pending contractor proposal to change utility connections that could reduce site-work costs. Staff noted they were awaiting final subcontractor confirmations (particularly electrical) before finalizing all contract details.

The board authorized supervisor signatures on contract documents and instructed staff to follow up with the contractor on any value-engineering proposals and potential change orders. The award and contract approval conclude the county’s procurement steps; construction timing and any future change orders were not finalized at the meeting.
