Marshall County OKs $125,031 MOU to expand 'Impact' co-responder program with YSS

The Marshall County Board of Supervisors on Sept. 10 approved a memorandum of understanding with YSS to expand the Impact co-responder program countywide, funded by opioid-settlement dollars.
"This agreement before you today is for a total of $125,000 — $125,031, I should say," said Jordan Gaffney, Marshall County attorney, who presented the memorandum and described plans to give the sheriff's office access to a deputy and a social worker using non-taxpayer opioid-abatement funds. Gaffney said counties must use settlement money for opioid abatement purposes and that the proposed program expansion would meet that requirement.
David Hicks, director of YSSO, said the agency would hire a third Impact advocate to extend coverage and allow the co-responder team to cover more daytime and off-hour shifts. "We would hire a third impact advocate," Hicks said, describing how current operations have sometimes required double shifts to meet demand.
Gaffney said Marshall County has already received just over $430,000 from national opioid settlements and will continue to receive funding over the next 14–16 years. The board moved to approve the one-year MOU, and members voted to authorize the chair to sign the agreement.
County officials framed the expansion as prevention-oriented and as an opportunity to use dedicated abatement funds rather than general-tax revenues. The agreement is structured as a one-year pilot to assess effectiveness and inform any decision about longer-term continuation.
