County and Iowa DOT sign cooperative agreement for Benford Avenue–U.S. 30 intersection project; construction likely in 2027

The Board of Supervisors approved an Iowa DOT cooperative agreement (number 202616035) for intersection improvements at Benford Avenue and U.S. Highway 30.
Paul Guilen, county engineer, said the agreement outlines roles and funding for the project. DOT will provide C‑STEP funding and an NR (National Highway System non‑interstate) funding contribution; the county will act as project developer and contracting authority, using the DOT funds for part of the project. "We're currently on a course for letting in August '26," Guilen said, and he expected that actual construction would likely occur in 2027.
Guilen said the cooperative agreement is one of several project documents the board will see as funding and RISE agreements are finalized; he gave an overview of how the county will combine funding sources to complete the improvements.
The board moved, seconded and carried approval of the DOT cooperative agreement at the meeting.
