CASA asks Crawford County for $5,000 to help victims and expand advocacy in Denison area

Stephanie Henrich, executive director of CASA, told the Crawford County Board of Supervisors on Oct. 28 that the local advocacy program is seeing rising caseloads and needs additional funding to support direct client assistance and outreach.
Henrich said CASA served 40 clients in the last year and described a funding mix that includes CBAD, VOCA and state sources. She stated that the program currently receives $595,000 from those combined sources and that roughly $501,000 of that amount is used for salaries. Henrich asked Crawford County for a $5,000 allocation in fiscal 2027 to cover client assistance such as mileage, one-time deposits, grocery support and relocation help for victims who cannot otherwise access compensation quickly.
Henrich described challenges in reaching schools and parents with prevention education and said the program needs additional bilingual advocacy capacity in the county; she asked the board to consider supporting outreach that would allow CASA staff to work with local school districts and community partners.
Board members asked where the local advocate is based (Henrich said the advocate’s office is in Carroll) and requested more documentation about service coverage and how requested county funds would be spent. Supervisors thanked Henrich for the presentation and indicated the request will be considered during budgeting and at the first meeting of the year when fiscal decisions and service contracts are typically set.
Henrich offered to provide additional information and return with updates; the board did not vote on a county appropriation at the Oct. 28 meeting.
