Alden White emphasized tenant-improvement and renovation expertise and noted prior regional CMAR relationships; Scorpio Construction highlighted local delivery experience and schedule focus; Yvonne Rivers/EBR emphasized 50 years of local contracting, subcontractor sourcing within Clay County and past value-engineering savings. Commissioners asked firms about health-care experience, security design for hybrid inpatient/outpatient spaces and schedule contingencies.
After presentations and a brief round of commissioner questions, commissioners individually ranked the firms; staff tabulated results and announced that Yvonne Rivers had the top aggregate score. Procurement staff said they will meet with Yvonne Rivers to negotiate a contract and return a negotiated contract for Board approval at a future meeting.
No formal contract award was executed at the Nov. 25 meeting; the board's action authorized staff to enter negotiations with the top-ranked proposer.
