Clay County grants office reports $28.9 million in FY25 activity; CAPER submitted to HUD

Megan Covey, Grants Department director, told the Board the department had a successful FY25 despite federal timing challenges and hurricane recovery workload. She reported about $11,700,000 in new awards, $17,200,000 in reimbursements and roughly $28,900,000 in total grant activity for the year.
Covey highlighted $4,000,000 pending in hazard mitigation funding related to last year's hurricanes, $21,000,000 of FDOT funding to complete the Northeast Florida Greenway Trail and other FDOT projects totaling about $33,600,000 tied to the county's TPO list. She also noted $1.5 million in sponsorships and in-kind donations supporting parks and animal services.
On the HUD CDBG CAPER, Covey said the county spent $287,172.48 on eligible FY25 CDBG activities including eight neighborhood cleanups, 10 home rehabilitation projects and three sidewalk projects; she said the public comment period (Nov. 7–21) produced no comments and recommended submission to HUD. The Board approved the CAPER submission unanimously.
Board members discussed using grant funds to cover community cleanup staffing costs and encouraged further geographic equity in cleanup efforts. Covey said remaining CDBG funds would be used for additional FY26 sidewalk projects and committed to working with commissioners on future grant applications.
