Board approves contracts, bond authorizations and appointments; West Franklin Park plan OK'd

At its Dec. 9 meeting the Franklin Board of Mayor and Aldermen approved a package of routine, financial and planning items, voting unanimously on multiple resolutions and contract amendments.
Among the actions the board approved were:
- Amendment 1 to City of Franklin contract 2025‑0125 with Toll Southeast LP Company Inc. on parkland impact fees and construction for the Magnolia Green development. Staff said the amendment reflects fewer buildings than originally proposed.
- Resolution 2025‑84, a revised development plan for West Franklin Park (BUD Subdivision) with a separate approved modification of parking standards; staff said the change aligns the project’s parking with current zoning and does not alter entitlements.
- Ordinance 2025‑52 setting a public hearing to amend the FY2025–26 budget (hearing scheduled for Jan. 13, 2026).
- Orders/resolution 2025‑88 and 2025‑90 authorizing the issuance and terms for general obligation bonds in an aggregate principal amount not to exceed $118,000,000; the board approved both measures to enable future borrowing for city projects.
- Resolution 2025‑94 approving placement of a Benjamin Franklin statue at the Williamson County Archives and Museum (611 West Main Street).
- Amendment 1 to contract 2022‑0191 with Williamson Medical Center to coordinate medical first responder services.
The board also approved a consent agenda covering routine items 16–21 and confirmed appointments: Angela Calhoun (Historic Zoning Commission), the reappointment of Mary Pierce (Historic Zoning Commission), and the reappointments of Nick Mann and Alma Macklemore to the Franklin Municipal Planning Commission. Most items were handled with little discussion and unanimous votes.
