Wickliffe council adopts multiple employee-benefit ordinances, advances temporary 2026 budget

The Wickliffe City Council on Nov. 24 adopted a package of ordinances on employee benefits and approved a finance committee-recommended temporary budget for early 2026.
Council adopted Ordinance 2025-52, a participation agreement with the Lake County Board of Commissioners for a health care plan for certain city employees; Ordinance 2025-53, authorizing a life-insurance contract with Reliance Standard Life Insurance Company; Ordinance 2025-54 to contract with Medlife Vision for vision benefits; and Ordinance 2025-55 to contract with MetLife Dental for dental benefits. Several of the ordinances were placed on third reading through suspension of council rules and then approved by roll call.
The finance committee, which met Nov. 17 to review the temporary 2026 budget, recommended several line-item changes that the council approved as part of advancing the temporary budget. Finance Director Dr. Mears reported the city’s general fund unencumbered balance at the end of October was $9,200,000, up from $7,700,000 the previous year. Committee actions reported to council removed $21,000 from a property-maintenance inspector line (to avoid redundancy), removed $6,250 from a fire-inspector line item, removed a $25,000 golf-course set-aside and increased the police equipment line from $2,500 to $15,000 (an added $12,500) to cover expected equipment needs in the first three months of 2026.
Council also introduced and took initial readings on budget-related ordinances (2025-56 and 2025-57) providing appropriations for portions of the 2026 fiscal period. Ordinance 2025-58, which would amend rules about short-term rentals, was presented on first reading.
The council approved a motion to move its Dec. 22 meeting to Dec. 15, 2025; the incoming council will be sworn in by Judge Patton after the Dec. 15 meeting in the Victorian Room.
