At a public hearing the council approved vacating a portion of public right‑of‑way at 11285 San Marcos Road and accepting a permanent easement from the adjacent property owner to maintain a soldier‑pile retaining wall installed with Federal Highway Administration grant funding.
Deputy Public Works Director Ryan Hayes explained the January 2023 slide removed part of the southbound lane there and the FHWA grant funded construction of a soldier‑pile wall. During design the city found the road alignment did not sit centrally in the recorded right‑of‑way; staff negotiated an exchange by which the city would vacate a remote strip of right‑of‑way in return for an easement that permits the city to access and maintain the retaining wall. Hayes told council the portion to be vacated is outside mapped slide limits and the easement covers the active slide area.
No members of the public spoke on the item, and the council approved staff’s recommendation. The motion was made by Council member Funk, seconded by Council member Peake, and passed unanimously on roll call.
