The Mills City Council on a unanimous vote approved Resolution 2025-43 to replat Lot 3 of the Charter Heights Subdivision as Ridge West.
City planning staff told the council the proposal would create approximately 80–86 homes and includes easements for drainage, power lines and the Caspero Irrigation District; staff said the plat complies with Title 17 land-use regulations and that police, fire and public works raised no objections. "All considerations have been met by staff," the planner reported.
Sean Gustafson of ECS Engineers, who identified himself as the project author, told the council the project team had worked through outstanding items with staff and offered to answer questions about detention areas and easements. "We're there," Gustafson said, adding the applicant was prepared to respond to any remaining technical questions.
A motion to approve the resolution was made and seconded on the record; the council recorded affirmative votes and the resolution passed. The council closed the related public hearing after no members of the public spoke in opposition.
With the vote, the city authorized the replat and associated easements as described on the submitted plat. The council did not record additional conditions or timeframes for construction on the record.
