Hartland board approves event permit, budgets, purchases and planning steps; schedules Sand Hill public hearing

The Village of Hartland board approved a series of routine and substantive items after taking up an Arrowhead annexation request. Key votes and outcomes from the meeting are below.
Closeout payment and vouchers - The board approved a project closeout payment of $22,813.31 to Stark Pavement Corp for the 2024 paving program. The motion carried. - The board approved vouchers for payment totaling $101,343.32 (which included the closeout payment). The motion carried.
Special event permit: Tour of America’s Dairyland - The board approved a special event application for Tour of America’s Dairyland on June 24, 2026, with up to 10 local food vendors and the limited use of portable restrooms. Staff will finalize department sign-offs and logistics.
Planning and development - Sand Hill planned-unit-development (PUD) amendment: the developer presented a first reading to reduce the originally approved 110 units to 92 two-family units and convert planned later phases to single-family condominiums. The board scheduled a public hearing for Jan. 12, 2026. - The board approved installation of a paved parking lot at 163 East Capitol Drive, as recommended by the planning commission.
Public safety equipment and budgets - The fire department requested early purchase of five mobile data computer (MDC) units to meet lead times and avoid a January price increase. Quotes included Rugged Depot at $3,050 per unit; the board approved the purchase of five units (total $15,250) under the 2026 budget. - The board approved Resolution 11-24-2025 adopting the Lake Country Municipal Court 2026 budget ($482,663). Staff explained the court is self-funded primarily by citation fees rather than direct municipal levy funding. - The board approved the Heartland Business Improvement District (BID) 2026 budget of $74,800; trustees noted this is BID revenue, not village property tax.
Ordinance first reading - The board took first reading of Ordinance 11-24-2025 to amend Village Code section 66-12 concerning residency restrictions for specified offenders. Trustees debated map distances (from roughly 750 to 2,000 feet were discussed), legal defensibility and noted the ordinance would not be retroactive for residents already living in the village.
Procedural notes - The board suspended the rules to move the Arrowhead letter of intent to the front of the agenda so Arrowhead representatives could present while in attendance.
