Beltrami County commissioners voted 3-2 to reappoint Brian Dwight as the county’s representative to the Red Lake Watershed District Board of Managers.
Commissioner Sumner asked to pull the item, expressing concern that a manager appointed by the county should advocate for Beltrami County rather than prioritize the watershed district. Brent, a county staff member, explained that the Red Lake Watershed District is a separate political subdivision and that statutes require counties within the watershed to appoint managers; he said Dwight was the only person who applied and that required public-notice steps had been followed.
Brent also said the statute and practice suggest managers carry out the watershed district’s business and are not clear that they are to act as county advocates while serving the district. He noted removal provisions exist for malfeasance, misfeasance or nonfeasance, and that Dwight has represented the county on the board for several years without prior formal complaints.
Commissioner Carlson moved to reappoint Brian Dwight; a roll call produced a 3-2 majority in favor. The board directed staff to record the appointment and proceed with the appropriate notices and documentation.
