Beltrami County approves amended Region 2 AMHI joint powers agreement to include crisis response services

Beltrami County commissioners approved an amendment to the Region 2 Adult Mental Health Initiative (AMHI) joint powers agreement to add crisis response services, keeping Beltrami as fiscal host and funding a full-time regional coordinator from grant administrative funds.
Anne Linseth, the county’s director of health and human services, told the Beltrami County Board on a December meeting that the Region 2 Adult Mental Health Initiative joint powers agreement should be amended to add crisis response services so the region can share administration and reporting.
"Crisis response services are to fund 24 hour mental health crisis services," Linseth said, and adding those services to the existing AMHI JPA would allow a single coordinator to handle administration and reporting across the region. Region 2 includes Beltrami, Hubbard, Clearwater and Lake of the Woods counties, Linseth said.
Linseth explained that the coordinator position is currently three-quarters time; adding crisis response services would make the position full-time and the coordinator is currently employed by Hubbard County. She said the coordinator’s cost would be an allowable administrative expense paid from the crisis response grant and would not require local dollars.
Commissioners asked whether state approval was required and how oversight would work. Linseth said no separate state approval is necessary for the JPA; the regional health and human services directors would serve as the voting members under the JPA and Beltrami County would continue as fiscal host. The change, she said, mirrors arrangements in other Minnesota regions and would simplify contracting that otherwise would have to be done county-by-county.
Commissioner Carlson moved to approve adding crisis response services to the AMHI JPA and renaming it the Region 2 Adult Mental Health Initiative and Crisis Response Services JPA. Commissioner Gould seconded the motion, and the board voted in favor.
The amended agreement has been reviewed by the Beltrami County attorney, Linseth said. The board approved the amendment at the meeting; county staff will finalize the JPA document with the updated title and implement the administrative changes.
The action keeps Beltrami County as fiscal host for the grants and does not require county general fund dollars; next steps are final execution of the amended JPA and coordination with the regional directors and the state lead agencies.
