Following a public hearing, the Nottoway County Board of Supervisors voted not to adopt a proposed ordinance that would relocate the voter registrar from the Burkeville School to a BB&T/County building in Blackstone.
Board members said circumstances changed after the Nottoway County School Board declared the Burkeville building surplus, and county staff advised against moving forward with the ordinance without identifying all affected components. The county attorney noted the advertised ordinance included multiple relocation matters (registrar, absentee precinct, and election precinct changes) and recommended that the board either amend the ordinance later or take no action at this time.
A motion "not to adopt the ordinance" was made and approved by voice vote; the board will revisit relocation, precinct and absentee precinct matters after a work session and additional stakeholder input. The board also noted the county’s intent to create a list of current building occupants so the February work session can consider who would remain or move.
Administrative authorizations The board authorized the county administrator to sign an engagement letter to begin a PFAS (per‑ and polyfluoroalkyl substances) review related to county property and potential contamination issues. Supervisors discussed PFAS relevance to former military sites and firefighting activities and agreed the county should proceed with scoping and potential grant searches to fund testing.
Separately, the board gave conditional authority to the county administrator to sign legal documents for a bowling‑alley lease‑to‑purchase arrangement, subject to approval by the county attorney. That authorization was presented as a pragmatic step to avoid delay once legal review is complete.
Next steps Staff will compile occupant lists for properties under discussion and prepare materials for a February work session. The administrator’s office will begin PFAS scoping and report back on scope and funding options. Any relocation ordinance will be left on hold pending the board’s additional study and potential amendment.
