Ashwaubenon keeps by-request large-item and brush pickups, board bars unregistered curbside set-outs

The Ashwaubenon Village Board on Dec. 16 voted to keep its request-based large‑item and brush collection programs and instructed public works crews not to collect items left at the curb unless residents register them through the village application.

Public works staff reviewed the pilot year of the by‑request program, saying crews observed 875 locations where large items were left and 429 registered pickup requests. Staff reported a reduction in unregistered set-outs over the season and noted that repeat users and unregistered drop-offs required extra staff time and accelerated equipment wear. A staff presenter said the system creates a GIS map crews use to locate requests and reduces needless driving and damage to loaders and tires.

Trustees and residents urged stronger resident outreach and discussed enforcement if properties repeatedly fail to register items. One trustee suggested including information in the Parker Park brochure and providing a mailer at tax-payment counters; another proposed issuing citations to repeat offenders. Trustees also raised drop‑off/dumpster options for residents and said a controlled yard‑waste facility with a fob could help restrict use to village residents.

By voice vote the board approved a motion directing staff to continue the application‑based system and to not perform curbside large‑item or brush collection for addresses that did not register for pickup. The motion carried.

The decision leaves open staff options for additional outreach, possible enforcement measures (citations) and future consideration of onsite drop‑off, but did not authorize charging residents for standard curbside trash pickup. Staff said the application will be modified as needed ahead of the next collection season to improve usability and registration rates.

The board’s action was procedural; no ordinance change was adopted. The meeting then moved on to other business.
