Planning staff presented special‑use application SU25‑0012 for Mark Pauley, proposing a conference‑center use on a 5.61‑acre AR‑zoned parcel at 2552 Sandy Level Road. Staff described the Planning Commission’s 6–0 recommendation to approve with staff conditions and an additional commission condition requiring signage around the parking area to identify property boundaries.
Mark Pauley, the applicant, said the site was once a church and that the plan is to repair and repurpose the structure to host community events including weddings and corporate events. He told the board the project aims to create local jobs in planning, catering and related services.
Staff listed conditions that will apply to site plan approval: general conformance with the concept plan and ordinance standards; lighting directed downward and away from adjoining properties with the zoning administrator given authority to prohibit obtrusive lighting; prohibition of accommodations for sleeping or overnight stays; and Planning Commission’s added condition requiring boundary signage around the parking area. Supervisor Sharp moved to approve resolution R12925‑eight adopting the special‑use permit subject to those conditions; the motion carried by recorded vote.
The approval includes the listed conditions and will proceed to major site‑plan review and final sign/siting approvals.
