The Nottoway County Board of Supervisors voted to begin the state‑required public comment period for a proposed comprehensive agreement with English Construction under the county’s Public-Private Educational Facilities and Infrastructure Act (PPEA) process.
Administrator Bowen and county counsel said the comprehensive-agreement draft has been received and is under review by county counsel and staff; state rules require a public comment period before entering the comprehensive agreement. A supervisor moved and the board agreed to advertise a 30‑day comment period and to hold a public hearing on the comprehensive agreement to receive comment.
County staff said the comprehensive agreement and proposal materials will be available for review and that the board could consider final action after the public-comment period and further review at a January work session. “This is simply a period for public comment. It gives the public an opportunity to make any comment on the proposal,” counsel said during the briefing.
The motion to enter a 30‑day comment period passed without recorded opposition; staff will publish materials and schedule the public hearing at the advertised time in accordance with PPEA requirements.
